So here goes .... opinion 2 about inovation

Innovation in government is different from innovation in business, government innovation is regulated by regulations2, if the regulation is less than perfect then it is refined, if no rules have been made and not by crossing provisions without a clear legal basis. Innovations that look for loopholes can be accepted, if not, in my opinion, a change that is not fundamental. Certainly different from IT, HR or Funds.
If the substance of the arrangement is so, the middle way is to revoke the arrangement or change it with perfection.
Note it .....
The substance of the material is in the formal provisions ... because this is the fact.
